Providing Employment Services Since 1964

Since 1964, the ULSDC has met the needs of San Diego area employers and jobseekers by providing a skilled workforce. To meet the needs of a changing economy, our Employment and Training Department has evolved into the Department of Business and Workforce Development (BWFD).BWFD’s primary goal is to promote economic self-sufficiency among our constituents as defined in our mission statement. Our secondary goal is to provide EEO consulting, training and supportive services to businesses that maintain our city’s economic base and provide jobs.

Our goal is to effectively match employers with employees who are diverse, work-ready, and capable of performing at all levels. We are aware that by providing these services we assist businesses by decreasing employee turnover, reducing EEO complaints while increasing the quality of work/life of their employees.

Maurice D. Wilson, Vice President,
Business and Workforce Development

Our methodologies: Specific Programs and Outcomes
(as of 2008)
  • Employment and Training Assistance – ULSDC is a full-service training provider offering bi-monthly classroom training and on-the-job training. On-site job training workshops feature the following elements: workplace behaviors, writing a resume, interviewing techniques, dressing for success, sexual harassment, and financial literacy. We will also conduct periodic refresher (job coaching) seminars.
  • Recruitment – On an ongoing basis the ULSDC conducts: Career Fairs, Virtual Job Fairs, Job Bank Services (www.sduljobs.net has 1600 registered jobseekers and over 700 employers), Faith-Based Organization (FBO) Outreach, newspaper and radio advertising, as well as frequent email blasts.
  • Equal Opportunity Outreach and Advocacy – To facilitate awareness, the ULSDC features the following events and activities to continuously educate employers and jobseekers on the values and benefits of diversity and EEO: Monthly Luncheons, Annual Diversity Summit, Annual Career Fair, Annual President’s Awards for Diversity, Quarterly Diversity Magazine, Bi-monthly Career Guide, Affinity Group Forums, and Employer Forums.
  • Compliance Consulting – The ULSDC’s approach to compliance to address it from a positive perspective to gain the trust of a company/organization. As such, we meet with senior staff and review discrepancies, applicable laws/regulations and assist them in crafting a viable, cost-effective solution. We present the “positive” business case for compliance and demonstrate how compliance can improve their business.
  • Expert Advice – To ensure we are in-sync with the views, values and trends of our jobseeker and employer clients, we have formed a Diversity Advisory Council to assist with employer related issues and the Career Fair Committee to advise us on jobseeker issues. Both entities are staffed with professionals from within the workforce, human resources, and compliance industry.
